go to Microsoft Knowledge Base(http://support.microsoft.com/search/?adv=1) in
the "for" field type in "Control Panel does not open". Find the problem that
matches yours and they will send a 'hotfix' by email
Its the Vista Welcome Center that does not open, the control panel is fine.
I have yet to see this problem come up in searches. Very strange problem I
am having.
