My Norton Anti Virus program keeps sending me a message
that my computer has been infected by the

w32.welchia.worm

Norton tries to quarantine and that fails.

Norton tries to delete and that fails.

c:\windows\system32\wins\dllhost.exe

What should I do?

I can't tell you in English How to do but I know you can
select "Mode sans echec" (in French) when you start your
computer pushing F8 before "Windows XP Familial Edition-
starting ..."
In this "mode" you can use Norton Anti Virus to delete it
(the "mode sans echec" starts with only the most useful
stuff you need to run Windows Xp and like that you can
delete a share file or things like that)

It made me the same thing so I hope I'll help you
