weird problem

I have several shortcuts on my dektop (that I need) that when clicked,
rather than launch the program, launch the installer for Office 2003 (which
is already installed). Is there a way to fix this?
 
Have the shortcuts worked in the past ? On new profiles where Office
components are 1st run you'll see the installer run to initialize things
like
the username/initials for data saves.

Does your Office 2003 MSOCache folder exists on the Windows
drive ? Finally, what happens if you let the installer run ?

This sounds very much as if you have one or more components of a
different version of Office (e.g., Office 2002, Office 2007) installed.
Although different versions of Office *can* coexist on the same
computer, if you attempt to start one (particularly Word) from a
different version, the installer will run. Then when you go to start an
app from the other version, the installer will run again.

There are ways around this, but you can also just cancel the installer
when it tries to start and the app will likely work just fine. See

Open Control Panal > Add or Remove Programs and look carefully at the
entries beginning "Microsoft Office."
