On the File menu, click New.
In the New Document task pane
under New from template, click General Templates.
Click the Web Pages tab.

I have an extra copy of FP2K after upgrading to FP2003

Although Word can create webpages its not the best program to use, try the
following link for a free download of nvu, its a free web editor.

What version of Word are you using?

That's very nice, but if you used the FP2K as the qualifier for your
upgrade, it is not an extra copy. The EULA says the upgrade is tied to the
FP2K and both are combined as a single license. That is why you get a lower
upgrade price. You cannot separate them and be in compliance with the FP
2003 upgrade EULA.
If you purchased the full FP 2003, then the FP2K can be transferred.
I am only the messenger, and would do it differently if I was in charge. 8-)
