webpage width/resolution

How to create a variable width page ie: for different resolution viewer
I'm new to this so bear with me.
 
Place the content of your page inside a table set at 100% width.
Use cells within the table to hold your content, and use the left align, right align and center
buttons to position the content.
Do *not* use the space bar to "move" things into place.
