In IE, go to the Tools menu and select Internet Options.
Click on the Advanced tab.
Scroll down to the Multimedia section and make sure the box "Show Pictures" is
ticked.
Clear the IE cache from IE> Tools> Internet Options> General> Delete files and
Delete offline content.

Zone Alarm can also cause the problem which was posted in the Zone Alarm Forum:-
If you have it, this is caused by ZoneAlarm Pro, specifically "Ad Blocker".

That's also ZoneAlarm (Pro only). Many have noticed Zone Lab's little addition
and not known had any idea what it is, and unfortunately, they don't comment
their changes.
To check your Privacy settings in ZoneAlarm:
Privacy | Main | Cookie Control [Custom] | Cookies | 3rd Party Cookies | Disable
web bugs. You may try turning this off and seeing what happens. The other tabs
do things like disable animated gifs
