In Frontpage 2003 Is it better for search engines to have all information
and images for a web page placed in its own floder?
Each web page having its own folder.

Search engines don't care
- but if the image/link is used in multiple pages it should be in the same location

I have my pages each in their own folder with sub folders for images for
that page. I also have a "header" page that I put in each page with the
"insert web component" feature. In this case, should the images for the
"Header" be placed in an images folder that is in the root directory? Right
now I have it in the Header folder.

Where you place them is up to you. I like to put all my images in the
images folder. if they are header images I might create a folder under
images called header (ex: /images/header) and put them there. Keeping your
site organized with folders and sub folders (rather than putting everything
in the root) just makes it easier for maintenance later but how you do it is
a personal preference. Here's an article on it if you're interested
