"Web settings" option greyed out in FrontPage 2000

When I click the tools list button all the other options are available except
“Web Setting†which is the one I need. I have the FrontPage server extensions
installed, if anyone has any ideas that would be great. Thanks
 
You have to have created a Web in FP, and have that Web opened.
 
It becomes available when you open a server based web.

I may remember wrong but I don't think that was the case with FP2000.

Tools->Web settings is available in FP2000 disc based webs.
