Web pages do not display

I open a web page while running windows 98 no web page is
displayed. I only see the e in the top left corner and the
min/max and exit in top right. No web page, address bar,
standard bar, links, etc. are displayed. My email server,
outlook express, works fine; just no pages displayed when
accessing the web on internet explorer. Please advise.
