Web pages are messed up when looking at with older computers

Why would my web pages look wrong and jumbled on older computer? Is it explorer or windows? How can we fix it? Not everybody upgrade there system or internet explorer.
 
Avoid using CSS for layout, i.e., Absolute Positioning, stick with basic tables for your page
layout.

neither - it is the browser of choice of the user.
