Uh, Internet Explorer is a webpage browser, hence for
viewing websites only. If you want some commercial web
development tools:
Notepad <- The simplest

Built into Windows.
Microsoft Frontpage
Macromedia Dreamweaver
Those are the only ones I've tried, so I can't comment on
any others.
If you want to learn how to program webpages, I suggest
you start with learning the basics of HTML and web
development. Go to a local bookstore and browse through
their selections. Don't try and pick out a reference
manual, as you will get thoroughly lost. Instead choose
something like "HTML for Dummies" or "Beginning HTML".
This stuff takes time and patience to learn, so don't get
the impression you can learn in a couple of days how to
build a site that looks like Microsoft's.
