Web Page Appearance

Is there a way to create my web pages so that you can't change their
appearance when viewing the pages on different computers, or change the text
size under the "View" "Text Size" tab?
 
Make a PDF?

Actually, no. Short of making a single large image with hotpots for
interactivity, no, there is no way to do this.
 
Flash, PDF ?
