Web Links in Outlook messages do not open up a browser window

I'm using a back up Laptop while mine is repaired. Managed to get everything
setup identical to mine except in email messages that I receive , if I click
on an internet hyperlink, a "Locate Link Browser" dialog box opens.

I ran the Office detect and repair with no change.
