wavy screen

Hi. I've re-installed windows XP on my laptop and have gotten everything back
to normal except the windows, like on the internet or even on the desktop.
Whenever I move it or scroll down the page it's wavy and I've turned off
smooth scrolling on the internet and desktop and nothing's worked yet. Please
help!
