Warning in event viewer

I get a warning in my event viewer that says my computer
has automatically configured the IP address for the
network card with network address blah blah blah. The IP
address being used is different. How do I change this? I
think this is what is causing my computer to boot up
slow. This only recently happened. Please help
 
If that IP address starts with 169.254 it means that your PC cannot find a
DHCP server. If you are using one, suggest checking you physical
connections and NIC drivers. If you are not using one, configure an IP
address automatically.
