Yep. A little while ago I hacked the install.rdf file as follows
(modified from another post somebody else here made):

How to force an extension to work in Firefox 1.5:
1. Download the .xpi file and save it on your hard drive.
2. Change the file extensions from .xpi to .zip.
3. Using your favorite ZIP utility (like WinZip), uncompress
the files into a new folder.
4. Right Click on install.rdf and choose Properties. Uncheck
"Read Only" and click OK. (I didn't need to do this)
5. Open the install.rdf file in a text editor such as Notepad.
6. Look for a line that reads <em:maxVersion>1.0+</em:maxVersion>
7. Change 1.0+ to 1.5+ and save install.rdf
8. Repackage the contents into a new ZIP file and change the
extension from .zip to .xpi
9. Drag your new .xpi into the Extensions window in Firefox to install.

Yes, I now observe that what you say is correct. In fact, the only way
to close the "Customize" window is to press the "X" button in the upper
right hand corner because the other buttons don't work. In fact, when
you try to open that window a second time, it's now only a small blank
title bar with that "X" button.
Still though, having Prefbar with this bug is better than not having it
at all, and I haven't changed my Prefbar settings for a long time. It
seems to work okay other than the customization problem.
