want to stop files from copying spontaneously

Using Windows XP, I copies 250 files from a CD to my hard drive. After
changing my mind I started deleting them. Now as I am trying to delete them
it seems that they are copying themselves spontaneously over and over. What
should I do? It won't let me delete the folder and its contents. It says
another program is using it and it's not.
 
Have you restarted the computer since doing this? At a minimum log off
and back on.
 
If you are using the mouse to hi-light the files, the if you move the mouse
, this tells XP to copy the files.
