Want to get last emails first down to where dupes begin

I used to just click Send and Receive and it would give me last several
hundred emails even though I had requested to keep all on server. Now it
wants to send all of them each time and does not remember what it already
downloaded. How do I get back to most recent emails that I have not seen vs.
all from the beginning. Also since I get no new emails in pop3 due to this
duplicating problem, is there a website that I can put pop3 info into and see
my most recent via generalized webmail?

Version of Outlook?

Does your mail provider offer a web interface so you can read mail online?
If so, you need to log into it and either delete or move the old messages to
a new folder. If you aren't sure, tell us who your mail provider is and
someone may know.

Outlook does this when it gets stuck - either on a malformed message or when
an antivirus scanner is slowing the retrieve down. If you have your
antivirus integrated with Outlook, disable it.
