Ever since I was forced to reload Win XP Pro due to a virus attack, my
desktop wallpaper is covered by the color selected for background.
The wallpaper flashes at boot-up but is quickly "covered" by the
desktop color wash. Any ideas on a fix ? I have tried various
settings on desktop properties with no success.

Try this:

Right click on your desktop and select "Properties".

Click on the "Desktop" tab.

Under "Background" select "None" and click on the "Apply" button.

Now select the wallpaper you want, click on the "Apply" button again
and then click OK.

That should do it.

BTW, every time you want to change wallpaper in Windows 2000 or Windows
XP you MUST select "None", click on "Apply" and then select the one you
want.

Dunno why, it's a bug but the work around is easy.

Thanks ! Worked great !

Very glad I could help! I've had a lot of help from the
microsoft.public.windows groups and it's a great feeling to be able to
return the favor.
