Wallpaper Issue

[Aphelion]

I can't load .jpegs as desktop pictures unless I actually right-click on
them. If I browse from the Display Properties tab, and double-click the
file, it won't let me apply it to the desktop. It actually displays fine
when I right click the file and select set as desktop picture. Why is this
happening?
