Wallpaper is different at start-up

After inputting my password and windows starts-up, a
wallpaper is displayed that is entirely different from my
specified wallpaper. How do I change this "start-up"
wallpaper??? I've tried deleting the image that appears
at start-up but this doesn't seem to alter anything.
Does anyone have any ideas as I'm finding this very
frustrating.
 
Turn OFF Active Desktop and THEN clear out the Wallpaper. Then you can
go back to your active desktop.
