What state should I leave the PC in to use WOL? Should it be in
Standby or Hibernate? I think obviously it cannot be shutdown or can
it?

thx

Actually it can be shut down. A Windows ATX PC is never really shut
down completely unless you have it unplugged or turn of a "master"
switch on the back of the power supply (not all computers/power supplies
even have this switch). Otherwise, enough is ALWAYS powered up from the
5VSB (5 volt standby power ... which is always on) to allow wake on LAN
to turn on the PC power, as long as the wake on lan feature is present
and properly configured.

Hmmm...I've tested this successfully with the PC in standby, but it
doesn't WOL when the PC is turned off but receiving power. The PC is
a low-end Dell Dimension 2300 with a Broadcom adapter.
