w32time synchronize with itself

Is it possible to synch the server time with itself.
The reason being, we run a 3rd party program on the work stations that
must be in synch with the server but the program is only synchronized
when the batch file is run at system logon not when a user eneters the
program. If the server was to synchronize with an outside source this
would not replicate to the program and times would be off. Can I set
the server to synchronize with itself and there by satisfying its time
issues. This would be better than shutting the service down totaly.
