w32spybot.worm

I just cotracted the W32.Spybot.worm virus in the \wincfg.scr file.

I cannot delete the file and none of the utilities I run will stay open long enough for me to delete the virus. msconfig and regedit will open and then immediately close. Nortons instructions do to help, because they rely on these to programs to remove the virus. I even tried wiping the file using Norton Utilities 2003, it can't delete the file either.

Any suggestions?

Symantec suggest reinstalling the operating system, check additional
information.
I've cleaned one out on a system yesterday and another tech said he's done
the same last week but it keeps returning.
