W2K won't shut down/log off

I'm running W2K professional and everytime i try to lof off or shut down,
windows will shut down some of the programs running in the task bar (like
Norton, AIM etc), and then it does nothing more. It doesn't log off or shut
down and it doesn't freeze either-- i can continue to go on using windows.

Anyone know how to fix this? I've been searching for a solution for a while
and am on the brink of just doing a nuke and pave to start clean.
