System is a Compaq iPaq. Went to Windows Updates to
download updates. Had nine updates to do. Only downloaded
one because it had to install by it self. Can not
remember what it was. Download seemed to installed ok
until it said I needed to restart system. System starts
to boot up. Tells me to hit ctrl-alt-delete. Says it is
loading system. Goes to wallpaper on no further. The
mouse works. not sure where to go from here. I do not
want to reformat hard drive without saving data. Can I
use the restore disk or OS disk to reinstall operating
system? Help would be appreciated.

Check that explorer.exe is the default shell to start. Look at the Reg_Sz
string value of;
"Shell"="Explorer.exe"
found at
HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon

Else these may help you.
