w2k setup error

Upgrading windows 98 to windows 2000. Get error
during "copying files" process in setup:
"setup was unabble to read from or write to drive c"
I have tried sharing my drive with full access / no
password to no avail.

Make sure no antivirus is running. Make sure boot sector antivirus is
turned off in your BIOS. Try installing from safe mode if the other steps
don't help.
