W2000 with fat32 file system, modem recognition problem

I have 3 hard drives. One running Win Me with all my
programs working, an external storage hard drive formatted
in fat 32. so I installed Win 2000 with a fat 32 file
system.

Because it will not recognize my Rockwell 56000bpsk56
flex Modem I cannot upgrade from the drive with W2000. I
can download from the 2nd drive using Win Me but I can't
find any service paks that use fat 32.

Are there any? Do I need to install a 2nd modem for W2000
or find a modem that will work for both W2000 and Win Me???

The sp's have nothing to do with fat32, excepting were a specific update is
relevent to ntfs.
If you wish to run a dual boot sys install a modem that works with both. I
dont believe win2k drivers are available for your modem.
