W2000 doesn't shut down the PC

Shut down doesn't work. I need to use power off every time. Any help?
 
You weren't very specific. By any chance, are you receiving the message, "It
is Now Safe to Turn Off Your Computer", instead of Windows 2000 shutting
down your computer, when you choose Shut Down?. If so, see
