VStudio error

I installed Visual Studio .NET 2003 professionnal on
Windows XP. When starting Visual Studio, users get the
following error "Package 'VsRptDesigner Package' has
failed to load properly". The only way to resolve this
error is to give administrative rights to users, but it
is not a solution for me. The computers are part of a
network and are administered by a Windows 2003 server.

Does anyone have solution?
 
Is it a possibility to allow the users to run only that program as admin...they don't have to know that they have the ability, but the error should subside.
