VS2003 "Add New Item" menu greyed out

Can someone tell me why this menu would be disabled? In the solution
explorer, right click on a project, then "Add". A submenu usually
appears allowing you to add a new item, etc, but this menu has now
become completely greyed out on my machine. Any thoughts?
