VPN Server and Active Directory

Is VPN server (RRAS) tightly integrated with Active
Directory, that if you delete its computer account and
then rejoin it, the VPN functionality won't work? Is its
relation to Active Directory like Exchange's relation to
Active Directory, or is it minor?

No, it isn't very tightly linked. The RRAS server just becomes a member
of the IAS and RAS server group in AD. That is really all it needs. The VPN
control is then offloaded to Active Directory (in much the same way as it
can be offloaded to a RADIUS server).
