I created a VPN with a Windows XP Pro computer as the server accepting
incoming connections. I have created VPN clients and have previosly
connected to the VPN. Now I can't cannot connect or ping the server's IP. I
have tried reinstalling the VPN server. Nothing seems to work. Any
suggestions?

When you said "Now I can't cannot connect or ping the server's IP", do you ping the correct IP or the firewall blocks the ping? also can you telnet port 1723?

I can ping other computers from VPN server, but can't ping its own IP. I
also cannot ping the VPN server from other computers. No firewall settings
have changed since I was last able to connect. I have tried different
suggestions I have found (repairing Winsock, reinstalling NIC, etc). Nothing
seems to work. I am unfamilar with how to telnet port 1723.

Running Pptpclient to the server IP address I receive Error 10060 calling
connect WSAETIMEDOUT: Connection timed out. If that helps.

my results from telnet <server IP> 1723 are -- connecting to <server IP>
....Could not open connection to the host, on port 1723: Connect failed

You have a connection issue. Make sure the port 1723 is forwarding to the VPN server.
