VPN/PING/Networking issue

Hello, and thanks for your assistance in advance. I am having an issue with
Win XP with SP2 installed and firewall disabled. I noticed the problem first
because I was unable to VPN. When I do a vpn to another network, I recieve
"Error 721 - remote computer did not respond" when it tries to verify
username/password. I also noticed that I cant ping the machine from anywhere
else on the domain nor remote desktop to it. I have tried using the netsh
command to reload the tcpip stack which ran successfully. There are no
firewalls running, although it acts as if there were. Any suggestions are
greatly appreciated.

Please also note the following: When I do a net view I recieve: System
error 6118 has occurred
