VPN disconnects when switching logon

I use XP Home with fast-user switching. I often logon to XP and then connect
to my work PC via a VPN. If one of my family then switches to their account
without logging me out, I find that the VPN is _always_ disconnected when I
return to my logon session, not matter how much time has elapsed.

Is there any way to prevent the VPN from disconnecting like this?
 
this is by design for the security reason.

What would be insecure about leaving the VPN open?
Is this behaviour documented anywhere?
