VPN connection starts everytime Internet explorer starts

I am running XP Pro with DSL. I have a VPN connection setup, but everytime I
start Internet Explorer VPN automatically connects. Very annoying. I only
want VPN to connect if I double click it.

Internet Explorer > Tools>Internet Options>Connections Tab
make sure the "Never Dial a connection" is checked
