Once a vpn connection is established, how can the client access resources of the server? Do they find the resources in network places? For example, your at home and you connect to your vpn server at work. What do you do now to access server resources?

Once you connect to a VPN server successfully, your machine becomes part of
the network. Taking your example, if you connect to your vpn server from
home, your home pc becomes part of your office network. You can then access
any shared resources (provided you have appropriate permissions) on the
office network.

They won't usually show up in Network Places. But you can use the net view
and net use commands to find and share resources.
