Voting buttons

Can anyone tell me why when I send out a message using
voting buttons...some people can see the buttons and some
can't?!?
 
The people who can't are probably not marked in your Contacts folder for
rich-text format content. Double-click their email addresses.
 
All mail sent are in plain txt format.
(and we're all on the microsoft exchange server)
 
Voting button messages should be in rich-text format.
