more than 1 option with voting buttons in outlook

I need to send out a vote and want to use outlook with a large group of
people but need them to choose two not just one item. Is that possible with
the voting buttons, and if so, how?

No, that is not possible.
You can consider one of the many survey websites and send out an invitation
to those people. Some solutions can be hosted on your own corporate website
or intranet.
If you have Access and Outlook 2007 on your system, you could use Access'
Data Collection function which integration with Outlook.
