Voting Buttons in Outlook

I sent an email with an attachment and voting buttons to two people. One
received the voting buttons the other did not. Why is this?
 
Possibly because you have the problem person's email message set for a particular format? Try setting it to allow Outlook rich text format, rather than "let Outlook decide."

We went to tools, options, Mail Format,checked Use MSOW 2003 to read Rich
Text e-mail messages. Clicked Apply, and OK. I then sent the document to
his computer and to myself. I received the voting buttons he did not. We
both run MS XP Prof. and MS 2003 Outlook.
