volumn control not in task bar and system restore not working

i no longer have volumn control in my task bar, i went to control panel and put an x in the box to show the volumn control button in task bar but i get a message telling me that volumn control is not installed and i should go to add remove programs and install it but i do not see anything in add remove programs where i could reinstall it
and secondly my System Restore no longer works when i try to run it I get a message no entry point found could not be located in dynamic link library winsta.dl
I would really appreciate it if someone could advise me.

For the volume icon

Control Panel ->Sounds and Audio devices-> Volumes->Select place control on
taskbar

System Restore
Start->Run->%windir%\inf .Right click on sr.inf and choose the install
option. Windows XP will ask for it CD ,follow the steps and the System
Restore feature will be restored.
