Volume control moves to lowest setting automatically

The volume slider moves automatically to the lowest (off)
position, sometimes when using the up/arrows to scroll a
document, sometimes when using the scroll wheel on the
mouse, sometimes for no reason at all. Any way to disable
this "feature"?
 
You have some "nifty" sound card software installed? That is not a
Windows 2000 design feature.
