Is there a special or specific application to use within microsoft office for
someone who is visually impaired
 
There's nothing specifically in Word, but check the possibilities in Windows
Control Panel | Accessibility Options.

Not specifically for Office but for Windows in general.

Besides the accessibility programs built into Windows that Suzanne
mentioned, there are many products listed at http://www.nanopac.com/JAWS.htm
and http://www.freedomsci.com. The JAWS program seems to be quite popular
(and unfortunately quite expensive). Beyond that, try asking Google or
ask.com.
