visual dbase (+ others) will no longer run

Visual dbase (DOS program) has stopped responding. Opening screen displayed for a moment then back to main screen. Tried reloading program but will not do so. Another DOS program also refuses to run. Task Manager will also not display. Repairing Windows XP has not made any difference. Command. Com does not start command prompt window. Config.nt and Autoexec.nt look ok.
Any ideas for remedy or is it a complete reload of XP.
