visual basic for applications project in the database is corrupt

It seems that Microsoft Access has very big bug when working with userforms.
I have access 2003 and SP2 installed.
Try following: create new database and create new userform on it. (Userforms
are created in visual basic, enable create new userform in menu if it is not
there)
Add new label to the form, close and save database. Reopen it. Message
"visual basic for applications project in the database is corrupt" appears.

It seems that it is not possible to work with userforms any more.
Any sollutions?
How to report this bug to Microsoft?

Userforms were always to be used with Word and Excel. It was possible to use
them and some of the controls from them in Access, but it was never a
supported method. SP2 can change the way some code works. Access has its own
forms and controls which are far richer than the ones provided by Userforms.

I can't reproduce this. I am also using Access 2003 SP2, and I can create a
userform and save it, and close and re-open the MDB without problems. I
realise this doesn't solve your problem, but it indicates that this is not a
general bug. It may be a conflict with some other component on your system.
