Vista Won't pickup an IP address

I've tried restoring the system, I've even hooked up an external ethernet
card, and I cannot get Windows to pickup the router IP address or cable modem
address.
Vista Home Premium
Anyone got the quick fix? Must be a way to reset something...
Really don't feel like re-installing windows...

What does Device Mgr say about your network adapter(s)?

that may be a problem with the router or modem's DHCP settings, or it could
be that Vista has somehow turned off network discovery.
make sure you have enough DHCP addresses available to assign one to the
machine.
