If I buy a copy vista ultimate upgrade for my xp when I buy a new computer,
with home premium can I transfer ultimate to the new computer.

Also, you will need to remove Ultimate from the first computer since it can

Yes, assuming you remove it from the XP computer. The license is good to
upgrade a single system. To upgrade additional systems you need to purchase
additional license.
