Vista Ultimate Help Files Support

Everytime I successfully install Windows Vista Ultimate I never have a
problem BUT ONE. I've NO HELP FILES, i.e., whenever I go to "Start", then up
to "Help and Support", or even try to access any help files at all, I cannot
access them. It says, "Internet Explorer cannot download / from help.
Internet Explorer was not able to open this Internet Site. The requested site
is either unavailable or cannot be found. Please try again later."

I am a developer, successfully install Ultimate 32-bit, have all the
updates, running One-Care perfectly, but NO HELP FILES. This happens
everytime. Can anyone help me find out how I can get my HELP FILES? Even a
successful re-installation doesn't help. This is madness. I need my help
files, even the basic ones.
