Vista Ultimate (64bit) optional features won't install

Something has broken in my installer service. I can no longer add features
like SUA, IIS, etc.. The installer starts, the progress bar does not move an
iota, and after 15 mintes, the installer reports that some features could not
be installed.

Is there a lock that needs to be cleared?
 
Thanks. Vista says this update does not apply to my system. This KB was added
