Vista System Access/Recovery from Unbootable State

When a Vista system is unable to restart and all restore/fallback procedures
have been unsuccessful, is there a way to create a stand-alone, bootable
system that can view/modify/delete/replace Vista files on the Vista system
disk. I received a hotfix #939331 for a fix for a Vista system that would not
boot. However, the hotfix required a running Vista environment to be
executed. This is a catch-22. How do I resolve this without
restore/reinstallation of Vista?
